FDA Gets New Assistant Commissioner for Policy

The FDA has a new assistant commissioner for policy, David Horowitz, who previously was the executive responsible for managing policy issues in the Office of Regulatory Affairs (ORA).

As the assistant commissioner for compliance policy at ORA, Horowitz led in the development of risk-based approaches to compliance and enforcement activities, the FDA said.

He played a leading role in constructing and implementing the FDA’s import strategy, which gave rise to the action plan for import safety developed by the president’s Interagency Working Group on Import Safety.

He also has served as associate chief counsel for enforcement, associate chief counsel for drugs and director of CDER’s Office of Compliance.
